Inside job

Retirees have been finally able to withdraw their pensions form banks after last week’s government forced cash crunch.

President Maduro apologized to them and said he was unaware that the special bank accounts for retirees only allowed for cash withdrawals and not for transfers, but he promised to change the situations and lamented that perhaps the mistake had been the works of conspirators inside the government: “I sometimes say that the conspiracy is inside [the government]. Could it be that the gringos have paid key government posts so that they do harm in the name of the revolution? But you know [they say] I’m dumb, so I will act when the time comes,” declared the president.

He also again accused US President Obama, and local opposition of being behind the recent crisis, and announced that any bank owner caught sabotaging the system will be arrested.

Monetary Coup. El Coletazo de Obama

“We have defeated a monetary, political, social, and economic coup, we have contained it,” said President Maduro yesterday.

According to the Agencia Venezolana de Noticias, President Maduro “told that thanks to the government’s actions an imperial plan against the Bolivarian Revolution, with sectors of the national and international right-wing, has been defeated. He also announced that opposition parties Voluntad Popular and Primero Justicia, together with the United States embassy in Caracas, where behind these plans.”

The US Department of the Treasury is also part of the conspiracy, as Maduro says he has evidence (not shown) that the agency plotted to sabotage the timely arrival in the Venezuela of the new higher denomination bills.

Maduro also included US President Obama in the plot of his conspiracy narrative: “This is Obama’s farewell blow (coletazo). He is obsessed with the destruction of Venezuela,” he said.

Fortunately, the monetary coup having been defeated, 2017 will be a year of phenomenal growth for the Venezuelan economy and of complete happiness for the Venezuelan people, according to Maduro.

International Sabotage

After two days of protests and looting episodes because of cash shortage, President Maduro has decided to allow the 100Bs. bills to continue circulating at least until January 2, 2017.

Venezuela, explained Maduro, “is the victim of a persecution so that the new [higher denomination] bills do not arrive in the country. Today [December 17] we should have had here the new 500Bs., 2,000Bs., and 20,000Bs. bills, but they simply could not arrive because the special planes [carrying them] were sabotaged.”

The Agencia Venezolana de Noticias also explained that “these actions were driven by the international right-wing as part of the economic war that they lead. It is a form of revenge for the measure by the Venezuelan State of taking out the 100Bs. notes in order to neutralize the mafias that act from Cúcuta, Colombia, and extract the bills from Venezuela to damage the economy of the country.”

Despite the chaos of the last two days, President Maduro said the “experiment” of removing the 100Bs. notes form circulation has been a great success, as it has “revealed” to the public the existence of these mafias, which have received a “powerful coup.”

News channel TeleSur further explains the “achievements” of the government’s measures in an infographic:

Venezuela Cash Conspiracy

President Maduro ordered on Sunday, December 11, that the 100Bs bill, the highest denomination bill in Venezuela, be taken out of circulation within 72 hours. The reason behind the measure is a complicated conspiracy theory which involves the US Department of Treasury, the Colombian government, “Money Mafias” operating in the Colombia-Venezuelan border, unnamed NGOs, and the local opposition.

Here are some of the explanations of this conspiracy as given by government officials and the State media apparatus.

The Popular Power Minister for Interior Relations, Justice and Peace, Mayor General Néstor Reverol Torres, has been put by President Maduro in charge of the “money exchange” operation involving the 100bs bills. He explained that the US Department of Treasury has hired local NGOs to “extract” Venezuelan money in order to destabilize its economy.

Reverol quotes from research which, according to him, shows that “huge amounts of cash” has been taken out from the country with the aim of “draining all the circulating money and suffocating the national financial system.” The local NGOs (funded by the Treasury Department) hire local criminal gangs that take out the 100Bs bills through Colombia. These bills end up in storage facilities in Europe. Switzerland, Poland, Ukraine, Spain, Germany, and the Czech Republic are some of the countries in which, according to Reverol, these money stockpiles have been detected.

The Minister also explained that this same conspiracy has been active before against countries such as Libya and Iraq, “in order to bring down their governments through a non-conventional war. The [the conspirators] call it the Redemption Operation.” News outlet Telesur backs this claim by entitling their report in English on the issue “Currency War in Venezuela Also Used Against Iraq and Libya.”

The conspirators seem willing to take on huge losses in order to destabilize the Venezuelan economy. Reverol said that there is an agreement between the local NGOs and the conspirators that, once the Venezuelan government is toppled, “for every 100Bs bill they [the NGOs] take out, they [the conspirators] give them [between] 80 dollars cents to 1,30$.” Individual citizens get payed less, according to Reverol, “for each 100Bs. bill they take to Colombia, they are deposited in their accounts 120Bs. This is also part of the destabilization plan.”

The conspirators however are able to cut losses by turning the 100bs bills into counterfeit dollar bills. This is possible, according to the government, because of the high quality and durability of Venezuela’s paper money.

The chief of the pro-government block in the National Assembly, PSUV deputy, Hector Rodríguez, has congratulated the President for the measure and claimed that already today (December 12) “we are witnessing the fall of the big mafias.” He also said that “the people have complete knowledge of how these cash mafias operate and how they affect the economy, and of the need to take measures in order to defend the people against sectors of the right who are waging this economic war.”

President Maduro also announced that the Venezuelan-Colombian border will remain closed for the next 72 hours (since December 12), in order to avoid what he said are the “repatriation” of cash attempts by the mafias. “These mafias have all gone like crazy. Just this morning, in the early hours, we captured 64 million bolivars coming into the country by back roads; this is why I have decided to again close the frontier with Colombia for 72 hours.”

Colombia plays and important part in this cash conspiracy, according to Venezuelan officials and State media. A press release issued yesterday by the Venezuelan Foreign Ministry asking the Colombian government to derogate its “Resolution 8”, which according to the Venezuelan government allows for the operation of money exchange houses on the Colombian side of the border and the existence of a “double exchange system” in Colombia.

Here are the infographics published by the Interior Ministry explaining this “Attack against the Venezuelan financial system.”

Cyberattack

Yesterday Venezuelans had difficulty withdrawing cash form ATM machines and buying good using credit and debit cards, as most of the system was off-line during the day.

President Maduro claimed that the failure was part of an “attack against the commercial exchange technical platform (…) inscribed in the financial war against Venezuela.”

Maduro said that he has ordered the deployment of a police SEBIN commission to investigate the technical failure. However he is sure this event is part of a wider conspiracy against the Venezuelan economy.

The plot, according to the government, also includes the recent collapse of the local currency in the black market. Economists argue that the drop in the value of the Bolívar against the Dollar (close to 200% in a week) is related to the steep increase in money supply in the last months. But government officials prefer to blame for the collapse the web portal dolartoday, which is the most widely used source for tracking the value of the Bolívar.

The Vice-president of the ruling PSUV and National Assembly deputy, Diosdado Cabello, told the audience of his show on public television: “If you woke up poorer this morning, it is because of dolartoday.” President Maduro has gone further in stablishing the conspiracy links between the web portal and the opposition and has called the opposition coalition MUD, MUDtoday.

“They are rubbing their hands and preparing an ambush against the country, but you can’t see them [no aparecen], they stab you in the back and hide,” said Maduro about the conspirators.

Did the MUD admit to sabotaging the economy?

Did the opposition give in to the government’s conspiracy rhetoric about an economic war and destabilizing paramilitaries? At least in two key points read in yesterday’s joint agreements with the government it seemed to do so.

Among the five agreements reached by the government and the opposition in the first sessions of the dialogue roundtable, the Vatican Nuncio, Claudio María Chelli, read that both parties agree on “working jointly to combat any form of sabotage or boycott against the economy.”

According to the Agencia Venezolana de Noticias (AVN), although not mentioned among the five agreements made public, the opposition also admitted to the need of pushing for a “joint effort in the struggle against citizens’ insecurity and criminal violence, paramilitarized bands and violent groups…”

The AVN also interprets point 2 of the agreement –which literally says: “In the political area, it was agreed to overcome (superación) the situation of contempt (desacato) by the National Assembly ruled by the Supreme Justice Tribunal” –as meaning that “the MUD also admitted the need to overcome the situation of contempt by the National Assembly, which has resulted from the breaching of the Supreme Justice Tribunal rulings by the parliamentary majority.”

Not surprisingly AVN reports the agreements under the headline “Opposition admits that violence and siege of the economy must stop.”

Here is the full text:

Economic War intensifies

President Nicolás Maduro claims that risk rating agencies are deliberately “attacking the image of the Bolivarian government.” According to the president, United States rating agencies have persecuted Venezuela so as to force it to declare default on its debt and thus “justify a foreign intervention.”

“This is the only country in the world that pays 60 billion dollars, a very high percentage, and that has absolute financial, political, institutional, and moral solvency, and even so the criminal rating agencies raise the country’s risk, because that their way of attacking us and making our natural credit, the credit to which we have the right to access, inaccessible,” said Maduro.

The president specifically accused Ricardo Hausmann, a Venezuelan born Harvard Professor, of being the “financial operator” behind the alleged attack against Venezuela: “What did the Venezuelan bourgeoisie do? They went and lobbied against Venezuela. There is a person called Ricardo Hausmann who I think should be put under code red alert, he should be prosecuted because he is the main financial operator against Venezuela.”

Maduro also accused the Venezuelan intellectual and author Moisés Naim of being part of the financial conspiracy against Venezuela.

Hausmann responded to the accusations in an open letter. “It seems Venezuela’s financial problems have nothing to do with decisions taken by him (Maduro) –a fiscal deficit of 20% of the GDP, price controls, exchange rate difference of more than 2600%, 3 digit inflation, expropriations, –instead they are the consequence of an alleged conspiracy lead by two Venezuelan intellectuals. (…) Moisés Naim and I are not the source of Venezuela’s problems, if Maduro is looking for someone to blame, he should look himself in a mirror,” wrote Hausmann.

According to the Agencia Venezolana de Noticias, the presidents will offer a press conference in the next few days to give details about the “financial war” being waged against Venezuela and to ask the public prosecutor’s office to “investigate and act against the conspirators.”

Government media is devoting much space to explain Maduro’s accusations. TeleSUR quotes an analyst, Miguel Jaimes, who says that “the current situation of economic war lived in Venezuela has its roots in the oil industry royalties.” According to Jaimes during the Bolivarian Revolution, multinationals have seen their interests affected and therefore have reduced their investments in the country. “The Venezuelan opposition and business sector have limited their production of goods in order to create a situation of economic and social conflict to force the overthrow of President Nicolás Maduro,” quotes TeleSUR. Jaimes also claims that the current financial distortions in Venezuelan were created by the “economic culture in place before the Bolivarian Revolution.”

Condor Operation. Rock and Roll Plan

Following the announcements that Venezuela’s electoral authorities will abide by the rulings of several lower courts and indefinitely postpone the recall referendum process against president Maduro, PSUV vice-president Diosdado Cabello declared that the government has discovered plans for a coup d’état by the opposition.

Cabello said that the arrest on October 18 of José Vicente García, a militant of the opposition party Voluntad Popular, had revealed the plot. According to the government when García was arrested he had in his possession two hand grenades and two teargas bombs which he was supposedly planning to use against a police post in the State of Táchira.

Documents in Garcia’s phone were also found, according to Cabello, detailing a “Plan Condor Rock and Roll.” The “subversive” plan linked an alleged prison break attempt by Daniel Ceballos. The plan involves other Voluntad Popular leaders such as Gaby Arellano and recently arrested Yon Goicochea.

The plan has four phases, which mix subversive activities with what is assumed to be opposition plans to protest the blocking of the recall referendum process. According to Cabello in Phase 1, from 14 to 25 October, the opposition coalition Mesa de la Unidad Democrática (MUD) would promote the “institutional concept of a Popular Recall Referendum,” and the National Assembly would convene extraordinary sessions to discuss the absence of Maduro from his post and his alleged Colombian nationality. In a second Phase of the plan, from 26 to 28 October, the MUD would call for a mock signature gathering drive. They would also call for a national strike and for the “presence of NGO’s and other right-wing allies.” In Phase 3, from 29 October to November 9, the MUD would call for a nation-wide protest and a march to the National Assembly to hand over the signatures for the referendum petition. In this phase the National Assembly would depose the President and opposition militants would take over main military barracks in the country. The final Phase 4, from November 9 until “The downfall of Maduro,” includes the call for international support of the opposition.

Maduro faces danger from murderer quartet

A blog supported by Telesur has published this article by Luis Pino. Telesur describes Pino as a “Venezuelan writer and essayist. Grassroots PSUV politician. SiBCI street communicator, number 16004. University professor and researcher of social phenomena of spontaneous speech. Professor of Mother Tongue. Magister Scientiae in Iberoamerican literature. Doctor in Social Sciences.” (From this biographical note I am especially intrigued by what “SiBCI street communicator,” Comunicador de Calle de SiBCI, could possibly mean.)

According to Pino, Maduro represents a threat to the United States government because he has defeated the economic war. The danger to the “integrity of the President Nicolás Maduro” is “nucleated in a single chorus and under a single coordinated attack force,” which includes:

“a) The national and foreign economic and business sectors, who are to intensify the economic war in all its possible forms;

b) The private media, electro domestic services and its electronic networks are to create a campaign of harassment and lies in order to generate negative opinions against Maduro and the Chavista people;

c) The Catholic ecclesiastical hierarchy who is committed to the ousting of President Nicolás Maduro and is trying to convince and justify, through the irrationality and the manipulation of a believing people, the need of the exit of President Nicolás Maduro by any means, with the direct consent of Pope Francis and the false belief that he doesn’t know about the evils of these coup conspiracies in which his bishops, cardinals, and priests, many of whom are also engaged in serious crimes of pedophilia and of suddenly acquired riches of unknown origin;

d) The university authorities, who are funded and controlled by the US embassy in Caracas, and who seek to justify, from their academic positions, the coup in progress that is being organized against President Nicolás Maduro, and also to spread among the masses the discourse of hatred against the chavistas, and also to expose the youth forces as cannon fodder in the guarimbas (street protests) and for street violence, which the university rectors and their subordinates are operationalizing with complete impunity.”

This group of conspirators make up the “murderer quartet” which, according to Pino, is under the direct orders of the United States government.

a) los sectores económicos empresariales nacionales y extranjeros, para que profundicen la guerra económica en todas sus formas posibles;

b) Los medios de comunicación privados, servicios radioeléctricos y sus redes electrónicas para una campaña de acoso y mentiras que generen una matriz de opinión negativa contra Maduro y contra el pueblo chavista;

c) La jerarquía eclesiástica católica, comprometida con  la salida del Presidente Nicolás maduro, cuya intención es convencer y justificar, desde la irracionalidad y la manipulación de la fe de pueblo creyente, para justificar la salida violenta y por cualquier medio del Presidente Nicolás Maduro  con la anuencia directa del Papa Francisco y la falsa conseja de que él  no sabe lo malo de las conspiraciones golpistas de sus obispos, cardenales, sacerdotes y religiosos, muchos de ellos comprometidos, también, en graves delitos de pedofilia y riquezas súbitas no declaradas y de dudosa procedencia;

Opposition mayor Carlos Ocariz linked to grenade incident

The director of the Servicio Bolivariano de Inteligencia (SEBIN), General Gustavo González López has accused Carlos Ocariz, the mayor of Sucre Municipality, which includes the populous barrio of Petare in Caracas, of “promoting terrorist attacks against the Bolivarian National Armed Forces.” Ocariz is a leader of the opposition party Primero Justicia and is also the chief of the opposition campaign for the recall referendum against Maduro.

On Sunday, October 2, two men drove a motorcycle up to the entrance of a Bolivarian National Guard post in Petare and threw a hand grenade at the post. Sixteen people were injured, including two children.

Early police investigations treated the event as vengeance attack by a band of bachaqueros (illegal street vendors) for the arrest of some of its members, but now General González López has a different version of the incident which involves the opposition leadership.

González López declared on national television Venezolana de Televisión (VTV) that the SEBIN has captured the two men directly responsible for the attack, and that they have led the police to a “terrorist band” which wants to ”achieve the resignation of president Nicolás Maduro and imperatively also achieve the recall referendum [against Maduro] by coercive means.”

“All of these processes, and accomplices, are indirectly or directly linked to the mayor Carlos Ocariz, who is now under investigation for his alleged implication and his role as mastermind [of terrorist acts], and also [to determine] the possibility that he has financed several terrorist activities,” explained Gozález López. He also accused Ocariz of being behind child kidnaping cases and of recent looting incidents in Petare.

In a graphic shown by VTV, Ocariz figures as part of a “Dirty War Lab” of the Primero Justicia party, and J.J Rondón, a prominent electoral consultant, is labeled as the “Intellectual Author” of the grenade attack.

González López also indirectly linked opposition leader Capriles Radonski to the attack because, according to him, he had been the day before at the place of the incident.

“The SEBIN has dismantled a Paramilitarized Terrorist Band supported by Venezuelan rightwing factors. (…) Our responsibility is to neutralize the possibility of terrorist acts which factors of the opposition could be preparing soon,” added the General.

Opposition leaders, including Julio Borges and Henrique Capriles Radonski of Primero Justicia and Jesús Torrealba, Executive Secretary of the opposition coalition Mesa de la Unidad Democrática (MUD), flanked Ocariz in a press conference yesterday in which he denied the accusations. Torrealba said that this was an attack by the government that went beyond Ocariz and which aimed to stop the recall referendum process.

Opposition leaders have been facing detentions and arrests by SEBIN in the last months. So far however, the main targets have been leaders of Leopoldo López’s party Voluntad Popular. The government news agency Agencia Venezolana de Noticias reported González López declarations under the headline “Primero Justicia linked to terrorist acts against the Guardia Nacional Bolivariana.”

New on the Cancer Inoculating Nano Weapon

Antonio José Herrada Avila has published a new piece in the web site Aporrea explaining his claim that president Chávez died of a cancer “inoculated” by the Empire.

In his previous article, published also by Aporrea in May, Herrada claimed to have identified a “Nano weapon” used by the United States government to “invade his (Chávez’s) body with nano transporters with controlled directionality, which contained nano inductive particles with metastasis accelerators of controlled dosage, in short, a high-technology Nano Weapon, in order to create in him an atypical aggressive cancer.”

In his most recent piece, Herrada uses a sophisticated analysis technique which correlates two “Political Behaviors.” By comparing what the author calls “time intervals” of the “Political Behavior of the North-American Empire” (CPIN, acronym in Spanish), with those of the “Political behavior of its National Operatives” (CPON), the author is able to arrive at the exact date on which Chavez was inoculated with cancer using the Nano Weapon: September 15, 2005.

Here is a short example of Herrada’s analysis technic, taken form the paragraph in which he arrives at the date of the “inoculation”:

A lone commentator of my post about Herrada’s first article claims that the author is testing our credulity. A conspiracy within the conspiracy theory!:

Kudos to Antonio Herrada. I read the story directly in Apporea and was in awe. This is a tremendous article that shows that anyone can write nonsense and the Bolivarian will publish it and most likely believe it. I am positive Mr Herrada wrote purposely a monumental farce to test the credulity of his readers including "Venezuela Conspiracy Theories Monitor". Kudos once again

Coup d’état plans for today

The coup d’état predicted by the Venezuelan government for September 1 failed to materialized. Government officials claim this is because they have averted the coup by arresting several opposition leaders and dismantling what it says were “paramilitary camps” with links to the opposition.

Coup plans are still active and adapting to circumstances, according to officials. The opposition has called for new nationwide protests for today to push for a recall referendum against president Maduro. Opposition followers are to gather in front of regional offices of the elections ruling body CNE until 2:00pm and then disperse peacefully. The government is again claiming that the protest is part of a coup d’état plan by the opposition.

The head of the intelligence police SEBIN, Gustavo González López, says that today’s coup attempt is part of a plot denominated “Plan 7S.”

The opposition leaders arrested before September 1, Selson Guarate, Daniel Ceballos, Carlos Melo, Yon Goicochea, and Lester Toledo (still not arrested), were named by González López as leaders of the “conspiracy plans and terrorist acts” for September 1, but that would be “reedited” today. Also, according to González López, part of the plot is ex-president of Colombia, Álvaro Uribe.

The coup narrative is back

Ahead of today’s opposition march, the government has reedited its coup d’état narrative. “In Venezuela we have to stop the coup d’état which is ongoing, I am calling the National Guard of the people, and the security forces to be on their guards in order to guarantee the peace and the right to live,” declared President Maduro yesterday.

The pro-government Telesur news channel explains: “From September 1 to December 31 Venezuelans will mobilize to reject the violent acts planned by the right-wing of the country, framed by the new Condor Plan in Latin America.”
As usual, the government is accusing the “Empire” of being behind what it says is the local opposition’s coup plans.

Some new elements in this new “revelation” of a coup plot:

- Crackdown on Vountad Popular: Including the arrest of several leaders of the party and the harassment of its followers. (See my detailed account in the WOLA bolg.)

- Air gun conspiracy: A couple was detained on August 29 in Carabobo. Douglas Rico, chief of the investigative police body CICPC, declared that they carried in their car “four imitation air gun rifles and one imitation hand gun.” This is the government’s explanation: The couple planned to dress as National Guards and fire with their air guns at the opposition crowd at today’s march. Then they would scape and a second military clad group would fire live rounds at the people. This second group is still at large, according to Rico. The aim of this plot would be to produce a massacre and to blame the National Guard and the National Bolivarian Police for it. No explanation was provided by Rico as to why the air gun prelude to the real massacre would be necessary for the massacre plot.

-Discourse Analysis: President Maduro has said he will name a commission of “national and international legal experts, psychiatrists, linguists, and sociologists,” to “analyze” the discourse the president of the National Assembly Henry Ramos Allup. The ultimate end of the analysis will be to start a law suit against the opposition leader for “spearheading a hate campaign and for promoting violence in Venezuela.”

-Guns at school: The government is claiming that the opposition is storing weapons in the campus of the private Jesuit Universidad Católica Andrés Bello (UCAB). The first to make the accusation was PSUV’s vice-president Diosdado Cabello. But the claim has been repeated by the Minister of Interior Nestor Reverol as part of his revelations of a “destabilizing plot for September 1.”

Definite evidence of Chavez’s assassination will surface soon

In an essay commemorating the 62nd anniversary of Chavez’s birth, Argentinian author Atilio Borón says he is convinced the late president was assassinated. Borón claims that because of his achievements Chávez became “public enemy number 1 for the Empire.”

“That’s why they killed him, as is slowly being confirmed by the complex puzzle of evidence supporting this hypothesis. It won’t be long before we have concrete and definite evidence of this magnicidio. We know where the intellectual perpetrators live, we know the motives behind their vile decision, and we also know that Chavez’s death is inscribed in the long list of popular leaders assassinated in the five continents by the ‘serial murders’ in Washington.”

Borón has often subscribed to the thesis that Chávez was “inoculated” with cancer by his enemies. His own contribution to the theory is the idea that the CIA has been developing technology to inoculate cancer cells or to generate heart attacks in its enemies since the 70s which could be transmitted using a microphone. In an interview in August 2015, Borón said that “with the technological advances that there have been, I have no doubt that this people [the CIA] could have developed a vector to generate cancerogenic processes trough malign cells. (…) A trustworthy scientific source confessed to me that there are methods for activating radioactive processes of malign cells contained in a microphone, that could have been placed in front of the Head of State and that could have been activated by some sort of remote control to introduce the lethal microscopic particles.”

Non-conventional warfare trending topic

The hashtag #GuerraNoConvencional is number one Twitter trending topic today in Venezuela. Among much re-twitted items are four infographics explaining what the Venezuelan government says is a non-conventional warfare being waged against the country by its enemies.

The seven phases of the non-conventional warfare are described in the first infographic. In the first phase, the resistance (the opposition), with the support of the United States “conducts the psychological preparation of the population against the stablished government.” Following phases are conducted by Special Forces of the United States infiltrated in the country. They train “resistance cadres” which will conduct the final phases of “minimum combat” (I think they mean guarimba street protest by this.)

The second infographic explains several aspects and actors of the non-conventional warfare. “Imperialism” seems to be the dominant figure here. It coordinates everything form Colombian paramilitaries, infiltrated by “sectors of the national ultra-right” in order to commit crimes and terrorist actions, to local scarcity of basic products and sabotage of the electric grid. Included in this vast conspiracy controlled by the Empire are CNN and the “Bogota-Madrid-Miami axis.”

Infographics 3 and 4 deal specifically with the economic war. Parasitic business are linked to inflation and hoarding. Also, fracking and the black market dollar are thrown into the conspiracy equation. “Venezuela is the victim of a plan to internally sabotage the production and distribution of regulated food product,” is explained in the last picture.

These four images summarize a conspiracy of truly vast proportions, linking local and international actors of enormous power, capable of producing inflation, scarcity of basic product, street protests, electric blackouts, and common crime.
