Cocuyo, has a count of the times the Minister of Electric Energy, General
Luis Motta Domínguez, has claimed the Venezuelan electric system has been the
target of acts of sabotage since he took office in August 2015.

Efecto Cocuyo finds that the minister mentioned “sabotage” 66 times, “attacks”
31 times, and “induced event” once. Aggregating the mentions that correspond to
the same event, and correlating with its own news reports, Efecto Cocuyo says
that nine times the minister claimed sabotage was the cause behind blackouts,
two more blackouts were “induced events,” and a third was caused by a rat.
